It’s generally the same few people that are doing this, not even joking. In Brooklyn, there’s a guy named Christopher Boissard. He is a Deaf man in his late 20s who has been arrested over 30 times, with most of the arrests being due to punching random people He just walks around Greenpoint (a part of Brooklyn), and punches people (mainly women) and walks away to find someone else to punch. No clue how he’s still free

Isn’t he the guy who beat a dog to death and threatened to do the same to the owner? And who then kept walking around brandishing a metal bar and even chased the same woman again? And she tried to get him arrested multiple times but the cops kept putting her off? Even though he beat a golden retriever to death and seems perfectly capable of killing a human being?
I would’ve thought at least animal cruelty could’ve nabbed him but they just released him the same day and have ignored all his further death threats. I think he’s also chased other dogs with the bar, too.
